first widen and improve road conditions, remove encroachments from footpaths, stop digging roads indiscriminately, etc then talk about penalties and safety

Drunk driving has nothing to do with your points.

Driving requires civic sense and discipline . Unfortunately both are lacking in India. Corruption is another reason I bet no body will pay 10,000 when you can settle at much lower cost ( donot mind CCTV CAMERAS )

DUI in US: you get arrested. You go to jail. Then you have to pay for bail abd then see a judge. Your driving license is suspended for one year. If you drive, you get more jail time abd the crime is upgraded to a felony.
If you have kids in car or cause an accident: it’s an immediate felony and you are behind bars.
Your picture and charges becomes public record and shows up in background check and google searches.
Rs 10000 fine is a joke.

Talking over phone while driving, driving with high beam on in city, throwing trash/paan or gutka/cig butts from the car and wrong parking are also serious menace. These should attract higher fines.

Indian motorist are the most ignorant and indisciplined ones in the whole world! Most of these morons on the roard, even those who drive fancy cars, are ignorant a zebra crossing is for pedestrians. If these morons see someone crossing the road, the honk louder, drive faster and blinkntheir head lamps. Other parts of the workd, motorists stop for the pedestrians if they see someine crossing the road. There are mo safe foot paths, cross overs for pedestrians. Crossing the roard in India is a nightmare! ..

It will be better to suspend driving licence for varying periods of time. Monetary fine will lead to corrupt practices.

Drunk driving could be lethal. Fine should be minimum 100,000 Rupees and temporary ban. Improve road conditions using these money.
